This is OpenSSH-6.0p1 (6.0.0.6101) for AIX 5.3, AIX 6.1 and AIX 7.1.
This version of OpenSSH is compiled with OpenSSL 0.9.8x.
So OpenSSL 0.9.8.24xx is the pre-req for installing this version of OpenSSH.
